I count 3 megalomaniacs with nukes at their fingertips. So it's possible. But the doctrine of mutually assured destruction [(M.A.D.) coincidence?] prevents nuclear genocide.

They have been saying that nuclear war is eminent for last 50 years and who ever starts one will very likely be annihilated even if they destroy their enemy. That seems to have kept the situation in check.
