If they are conjoined then they are responsible for their joint actions, and all we can do is look at the consequences of those actions. I don't think there is a way to prove intent.

Conjoined twins can definitely have two personalities.One of the famous Siamese twins was an alcoholic and actually had physical fights with his twin brother over his drinking problem

I'd say yes. A lot of crimes could be committed by what is said in a conversation.

It's collusion.

The other twin in an accessory during the crime.. That twin goes to prison also...
