according to this article, a wide swathe of the professional/leadership population is qualified to nominate people for the nobel peace price, so whoever forged the two nominations really didn't have to do so... unless, of course, no one with an actual education and position of some standing in the universe was willing to do so (apparently, shinzo abe was willing, but had to be -- let's be polite and say "asked" ).
