Just about everyone here is going to say neither. If you are thinking of God as an object or thing then I would also say neither. Since no one has the least idea of what they are talking about when they speak of God, we are all free to make up our own concepts if we choose.
I’m going to say “God” is both within and without. That is because I am God—actually an extension of God, along with everything else.
