Since 2017, I do been hearing people downtown Portland say,there's Earthquake coming,and it may destroy Portland severely, how true is this?
Yes, absolutely, it’s coming, however we can not currently predict earthquakes, so any claims to a timeframe are purely speculative.

So to sum up, predicting when earthquakes will happen and how severe they will be is extremely difficult and perhaps even impossible (certainly impossible right now). What we can estimate, however, is the probability of a major earthquake happening in a given number of years - as a result of the Juan de Fuca plate, the North-West region is more likely than not to experience a major quake every 430 years. The last one was in 1700, so while there's a fairly high chance that another may occur in the next 130 years or so, saying so with certainty is impossible.
