By definition, giving people money is not a tax. If you TOOK $1,000 from every person it would be regressive, because it would disproportionately hurt lower income people. Conversely, GIVING $1,000 to everyone would be a progressive giveaway because it would disproportionately help lower income people. $1,000 to someone earning $20,000/year is a 5% boost. That same $1,000 given to someone earning $200,000 is a 1/2 percent boost.
What's going to happen when a lot of homeless or displaced people, who don't often see $100 all at one time, each get $1000? What about those in active addiction?

No it's economic stimulus and it mitigates some of the income loss that people suffer from practicing social distancing.

They intend to give aid to the common people for a short duration in order to keep the buying power of the working class strong enough to prevent corporations from missing out on too much profit.
When republicans are helping working people, there is an ulterior motive behind it and in this case, it is to protect the profits of their wealthy donors.
