I assumed it would. Water doesn't usually form stable droplets on it's own. Usually needs something to hold onto or to help hold it together. For the nuclear bomb tests mentioned above it's the charged particles that it can hold onto that also attract them together. But usually it's pollution. It also helps snow form so don't really eat snow whether it's yellow or not.
