. . . hmmm, that isn't 'urging', that could be (mis)construed as tacit approval. 😛

I think he is doing a very obvious, "Nudge and Wink" on this, the same as a CEO telling their minions that "all the subpeonaed docs are not to be disturbed" as you can barely hear over the sound of shredders in the background..
