They've never had a democracy. It is probably more accurately called an elected dictatorship.

I am not certain that we have ever been a democracy. The founding "fathers" didn't want a democracy because of what they called the "tyranny of the majority." I hope to live in a democracy one day but I'm afraid I'll never live that long.
