I think both girls and guys can make the first move cause end of the day both need each other.
Also some guys are quit shy reserved too which does mean they don't express their interest clearly or effectively. Which can be problematic. In terms for friendship it doesn't matter as to who contacts first just that it's actually maintained and not dissolved cause nowadays we've become a people of options rather than knowing people.

Nowadays I always let the girl make the first move. If a girl likes you, she makes it obvious. If she doesn't then there's nothing you can do to make her. If she likes you and HIDES it because she wants you to "man up and go after her" without sending signals then she's going to be a frustrating person to be with anyways. It's much better to miss an opportunity than to spend all of your time and emotional resources chasing people who like to play games.

The rules they are a changing and it’s good. All these women coming out is, I believe, a good thing because we may get some rules as what boys and girls can get away with. Girls need to put their big girl panties on and tell boys or men where to go if what they propose is inappropriate. Likewise, I don’t see why the girl can’t make a more if she want to.
