I would say heaven, because from what I've heard it sounds about as bad, but in a different way.

Well if you employ Dante's model of hell having 9 circles, you just tell them to go to the next circle. It's only a problem then for people in the 9th circle of hell. Even then you could just consign an annoying person to the Vestibule of the Futile.
