It was an unnecessary department to begin with.
It was easier to create a new department than to reform the existing clandestine agencies....
To my memory, the congressional report on 9/11 effectively called for the existing agencies to operate in a more coordinated, and accountable way... I don't think they even called for more transparency in these organizations. So just the implication that these departments had to become more accountable to each other was too much to handle.
For whatever reason we the American people want to believe that the only valid solution is the one that avoids cleaning the skeletons out of the closet... We need to acknowledge that this is some sociopathic or psychotic institutional reasoning.
