I have dear friends who are landlords, as well as having known great landlords in the past, and they have to pay for things too. Not everyone gets evicted just for lack of payment, either, so such a sweeping moratorium isn't fair. Possibly Welfare can supply more economic aid for rent? That would be more tailored to the renter.
