WASHINGTON — Making good on a campaign promise, President Biden directed the Justice Department and other federal agencies on Friday to oversee the review and declassification of documents related to the F.B.I.’s investigation into the Sept. 11, 2001, attacks.

The policies that Snowden revealed were implemented, or rather at least made legal or authorized, under Bush as part of the Patriot Act(s). There was a HUGE loss of privacy of American citizens under Bush. Granted Obama did nothing to restore those rights to privacy though.
It won’t satisfy the crazy conspiracy crowds.
