The amount stated in the meme is correct but this implies that Rumsfeld knew in advance about 9/11. That just reeks of unhinged conspiracy theory. Yes, that's a lot of money but I doubt Rumsfeld was personally responsible for that money. He'd only been Secretary of Defense for less than a year at that time.
Also, a conspiracy of the magnitude of 9/11 would need to include hundreds of people. And keeping a secret like that would be nearly impossible.

@BD66 Yes, you are correct. I just meant that $2.3 trillion is the amount Rumsfeld stated. I assumed they didn't lose that much over the course of one crazy weekend in Vegas. I assumed it took a while. You go around misplacing a billion here and a billion there and eventually it starts to add up to some real money.

As an accountant, I know all about missing receipts and the utter PAIN to get people to submit correctly. You have to make it financially painful sometimes to get compliance.
