Ruling classes want to continue ruling so they won’t let such as Putin use them.

Yes, his threats to use them frighten you, so he will continue threatening. Be rational, or you’ll get run over when you cross a street without looking both ways.

Also, the new START program did nothing for stock piles, etc. It only dealt with deployment. That would include times like when a carrier task force gets deployed. I was in the Navy 40 years ago and only on deployment overseas did we carry nucs. Other times they were in a storage unit on a base in the San Diego area.
