I whole heartedly agree with the first quote from The Lucifer Effect.
This was evident in his Stanford prison experiment where students carefully vetted, showed when in a position of authority over another group of students will exceed their authority (whether out of boredom or a sense of superiority), mistreat the students who were selected to be prisoners. It was also apparent that a few were not comfortable and refused to participate but did not object or intercede on behalf of the prisoners.
Right and wrong are not clear-cut when a more submissive is faced with a dominant personality.

I agree and would go a little farther and suggest that all law enforcement would benefit with classes on the subject and would go so far as to test them on a yearly basis to make sure it sticks. It would be nice if they would get back to problem-solving rather than killing.
I am in Canada and I can only speak to that. Here you would need to be affiliated with an accredited organization agreeable to this or politician to start that kind of petition with a thousand signatures so it would be recognized in Parliment. How you would do it in the states, I have no idea. You would need to do some research. I hope you do.
