Let’s kick, the International Council out of Canadian Municipalities.
In 1992, Canada signed on to the United Nations Agenda for the 21st Century.
Asserting, so-called sustainable development was needed to counter ”human activities that resulted in global climate change, and a lack of scientific certainty shall not be used as a reason for postponing” sustainable development. (Municipal Primer 1994)

The term sustainable development was coined in the Brundtland Commission, which states that “Land…cannot be treated as an ordinary asset, controlled by individuals..(and) public control of land use is… indispensable.”
1994, a Municipal Primer on Agenda 21 was sent to Canadian municipalities "Promoting Sustainable Development Through Local Strategic Action.”
On Page nine of the Municipal Primer is a flowchart of how Agenda 21 is being implemented through Canadian Municipalities.
Means of Implementation: Information for decision-making.
In 1994, the Partners for Climate Protection Program was established to provide information for decision-making, based on UN Directives and technical assistance… drafting all our municipal plans with an emphasis on sustainable development, gender, diversity and inclusion and other UN directives, which restrict private property rights and drive human populations off the land and into settlement areas.
Municipalities partner with the PCP program by passing a pre-drafted Resolution in Council to join the FCM-ICLEI Partners for Climate Protection Program.
Councils decision-making options are then limited to UN Directives, and Councilors who oppose any particular UN Directive face consequences. See the recent article on North Bay's $36,000 Councilor Witch Hunt.
So, what can us regular Canadians do?
Go to the Federation of Canadian Municipalities - and check to see if your municipality has been partnered and note the year. Using this information and the pre-drafted resolution, find the date and meeting minutes for the exact working of the motion. Who signed the resolution, and Who is responsible for the file? This information will come in handy and can be acquired through your city clerks office.
Next Prepare for Deputations - This is a Civic Duty
Deputations are a means of professionally educating the public and council and for the public to show support for your recommendations to rescind the resolution to join the FCM-ICLEI Partners for Climate Protection Program.
Dress, professionally be polite, keep it short, come prepared for questions, and don’t assume the counsellors are fully aware of this partnership.
Rescinding the Motion - This is a Duty of Council
It is time for those in public office “to stand and be counted.” Decision-making is your sacred jurisdiction. Counsellors have a duty to put forward a motion to rescind and reassert their decision making authority.
Be it resolved that every Canadian Municipality rescind their resolutions to join the FCM-ICLEI, Partners for Climate Protection Program.
Lastly, Partnerships with UN Directive Programs face all public and private sectors. Our collective task is to identify, rally against and reverse these partnerships wherever possible.
