It could be one of those American beavers that slipped across the border illegally and is trying to blend in even though Real Canadian Beavers don't make a habit of hanging a Canadian flag off their front porch except maybe on Canada Day. This beaver needs to be checked out, politely of course, just to make sure he isn't one of those American terrorist types, the ones that always carry a concealed hand gun because they just don't feel safe.
