Looks like Venezuela is going to rebuild it's oil refineries with Chinese money. Good on them.
What has occurred in Venezuela occurred largely because once the new socialist government nationalised the countries natural resources, as socialist do, the capitalist countries whose corporations controlled Venezuelan oil had a tizzy fit. Hello sanctions!!
Without sanctions, we will never know how successful Venezuela may have been as a result of nationalising the oil industry. Perhaps as they become richer trading in the BRICS block of nations, bypassing the $USD, we will see how beneficial to the populace socialism, regarding nation's natural resources, can be.
