Would it not be the responsibility of the tattooist? If it offends culturally I would be having words with the one who did the artwork. Thai's get whole back jobs of Buddha stuff and the temples will do it on some foreigners, tapping a bamboo. Unsure what kind of selection process they do.
Not so sure they invented tattoos, think Vikings were into it. NZ is pretty full on with them and in certain places if you have an unauthorised Mauri tattoo, very likely you will get your head punched in.

Cultural appropriation is silly if you ask me. Shouldn't we strive to be an inclusive melting pot? Where people share culture and ideas.

I'm kinda with you on that, especially this lady. She admits she is not fully versed in the culture nor language and some of what she does know she rejects. So a bit of a hide to preach to others what is appropriate and what is not.
