Which unlike a DA is branch of the home office and are civil servants and not subject to elections. One case that springs to mind is two 17yr olds from Belfast jailed for 3 months for burning a poppy and posting it on FB. Often when you clamp down on things its like putting a damper on a fire. Secondly because Clives words are unusual. They also managed to kill off any musical career with a satirical album "Live Libel" where they ridiculed (what were then) contemporary artists such as James Paler, Leonard Conman and Black Funk Rex. (the sleave notes are hilarious) Julie Covington did an album of their songs and they have a small but enthusiastic elitist cult following. You can call that mass hysteria if you like but it makes no difference emotionally.
