THIS ISSUE IS SOLVED. I found out that we did everything correct in stopping dad's PEERS money but he was actually owed the September money because the system is behind. They were trying to find relatives to give the money to so they could move on. My dead mother was one suggestion. Now it turns out that the relative is ME. I found the series interesting but much of it cut and dried as to Stephen killing the girl. Hardly no DNA evidence, plus the fact that the two of them knew each other previously.
