It is a pretty common construction called an earth filled dam.The spillway is concrete, but the major part of the dam is rock with an impervious core (usually clay). The rock shields the core from erosion.

All the flowers were busy this year, the purple hedgehog is the only cactus blooming so far. The prickly pear and cholla cactus will be next. Brittlebush has been blooming, ocotillo and palo verde are starting to bloom. Saguaro should bloom in May and June.
