From what I can gather originally Parricus was a Latin word meaning a designated area outside that was often fenced off, in time and in a number of languages Park or parque or parc became the word for any fenced off private or public area. A person designated to watch over and tend to a Park was a Park Keeper and this in time was shortened to Parkee or Parky. So to feel a bit parky meaning cold, is to be like someone who works outdoors in all weathers. A similar term is "Nippy" also meaning cold, this comes from the nick name of female employees of Lyons tea houses (or corner houses) in the late Victorian era up until WW2 the name came from their darting about quickly and nipping in and out of the kitchen. Nippys wore for the time VERY risque (and attractive) uniforms with a light cotton short sleeve blouse and a thin light calf (later knee) length skirt, black stockings and a doff cap, to avoid spillages damaging the cloth or the skirt being trod on. They were quite the "Hooters" of their day. Since many Lyons Tea Houses had outdoor seating and none of them were heated, so as to not encourage people to linger over their tea and cake, so the Nippys often complained of being cold in their thin work clothes. In time being cold as a nippy in winter began to mean chilly or parky.

Certainly true about Mormons, I know four ex-mo bishops, all of them claimed that once you reach the level of bishop it is explained in vague terms to you that the whole church is basically a "Well meaning" con, but that the church being a "good thing" it is worth keeping up the pretense. Many of those remarks were not sarcastic, true sarcasm illustrate percieved stupidity by pretending to identify with it, using Reductio ad absurdum, mock agreement and doubling down. As in this famous example from Father Ted Mrs Doyle "would you like a cup of tea?" Father Jessup "No, I'd rather die of thirst."
