I do not see that it is possible to address that problem. The people have elected their representatives to Congress on the basis of the people's own fear, ignorance and prejudices. Unless people become aware of (1) the historical context of the right to bear arms, and (2) the statistics of gun control and gun deaths in other countries, it is simply not going to happen. It needs an open mind and a lack of chauvinism to overcome both hurdles.
