While you are correct if you take the phrase out of its historical context, "high crimes and misdemeanors" as understood by the framers of the Constitution had a different meaning. The article does an excellent job of explaining it.

If you only want part of a screen, Command Shift 4 will give you a very different cursor that you can use to define the section of screen that you want. When you release the cursor after making the selection, the result will be on your desktop.
