My wife and I spent a month this past winter on the upper Amazon in Peru, and the Peruvian Highlands. I became friends with one of our naturalists who was a local (Amazon River area) Peruvian. Turned out we'd both fought the Shining Path revolutionaries (different time frames) in his country. His view was that they really don't want American aid because of all the strings attached. So, maybe, stopping some forms of aid might be in these country''s best interests.

Many foreign problems come to our shores. Problems of criminal gangs, revolutions, wars or systemic poverty send people to America for asylum or just to find work.

If we can aid other governments with solving their problems over there we won't get the problems here.
