I was living in Ecuador as an Expat when President Corea closed the US military base at Manta, this was the biggest US military base on the Pacific coast of South America. When the Americans complained about the closure Corea offered a compromise deal, he would leave the Manta base open with foreign troops on Ecuadorean soil so long as Ecuador was allowed to open a similar base in Miami. The US ambassador was incensed at such an insulting suggestion and President Corea said that now they knew how it would feel to have a foreign base on their sovereign lands, then he closed the base.

@Carin The downside is that the new President in Ecuador has caved into the Pentagon and is reopening the bases for the money and is also looking to hand over Julian Assange to the CIA for questioning aka torture.
I spent part of my childhood living on US Army bases in Germany. I think it can be very helpful when sending injured soldiers for treatment, so they are not flying for hours & hours while in danger of dying or suffering severe pain. Also we would already have people & equipment there if our allies were attacked & needed help. I would expect the host country to be able to set limits on what sort of weapons are kept there & what sorts of activities are acceptable.
