Universal health care is in my view a generally good thing. If you combine it a commitment to a Service Level Agreement then it's good thing. For instance in Denmark - an case you are on a waiting list for treatment - the public health care system has to deliver the service in due time so you don't suffer or die from your condition. If it can't they the system is obligated to pay for your treatment at private hospitals. That brings both a self discipline in the public system to deliver as well as satisfactory treatment level for the population.
