We are now getting a clear picture of Trump's real deal-making: Never think of what is fair or right, but use ruthless negotiators to squeeze every ounce of advantage you can. Then renege on the deal and come back demanding more ( having structured the process in such a manner that you will not be hurt if you choose to walk out on the deal, but also in such a manner that all others get hurt if you walk out). That way Trump is always putting pressure on the others to cede more than they should to avoid losing even more. Simply, that is ruthless and evil.

tRump is an American extraction economy 'conservative'. They believe In 'competiton' where it's not enough to win -- the other side must lose.
At this point he doesn't care if the wall gets built or not. He just wants his opponents to lose. (And if he can gratify his racist tendencies, so much the better as he sees it.)
