Trump most definitely understands what the term "rule of law" means. He has been an inside student of US law for decades. Trump has made an art of pushing laws to their very limits.
He operates with the "letter of the law" philosophy. That is to say, he pushes a law and uses expensive lawyers to find technicalities and holes in existing laws to accomplish his actions which are usually unethical.
At no point does he operate within the pirit of the law". He ignores the intent for which law was created (generally created to protect parties that are vulnerable or unable to afford the type of legal assistance as the Trumps). He is equivalent to the Robber Barons or a mob boss. This is both an immoral and unethical practice of capitalism.

@Trajan61 Given that McConnell and the Tea Party swore to block everything Obama proposed, beginning the day after he was inaugurated, what choice did he have. Republicans taught us what "do nothing" and obstructionism is. The "Feedom Caucus morphed out of the Tea Party.
The things Obama did was for the betterment of the world and the nation. Trump is working fulltime to undermine the structure of the democracy and the Constitution. And do not bring up the Iran deal, as you don't even understsnd it, let alone the Paris Accord. Anybody who relies on FOX News and Breitbart has no room to claim a true understanding of world issues.
