Because of glacier "flour" in the water, refracting only the blue spectrum... Oh, no, wait, that's water in the Rockies!! <grin>

Well, hate (sort of) to get pedantic but the sky is clear. We are seeing scattered light. Not the sky. That explanation covers why does the sky appear blue.
