To answer your question, I would say very few as the holodecks had lock outs for such uses of other crew members without permission as seen on Next Gen. So, only security chief, Captain (That would be steamy) XO, and computer geek (?) Maybe the doc?

Not a fan of ds9, wanted to be but couldnt get into it. I get what your saying about lock outs and safety protocol but I think the info of how to turn them off would be available on the ship
