Union management didn't really have a choice in the matter if they wanted to see their membership get paid. "Complicit" isn't necessarily the best word.
As a former steward, I have had to make the best of a bad situation many times and explain when we were stuck doing what the management wanted, regardless of what we preferred, because the Civil Service rules and the contract didn't really give us a choice in the matter.
