Carbon taxes give people a sense of entitlement to continue to pollute by using fossil fuels. Taxes did not stop people smoking especially indoors. Regulations and laws had more impact but were still not enough. Stopping the subsidies and banning the extraction, refining of fossil fuels and sales of fossil fuels are the only ways to stop their use. But there must be a viable alternative. But leaving it up to the market to develop that is not going to work either.
The National Research bodies must get on board and get contracts out to universities to evaluate options and test them. Hydrogen is already used in California, other parts of the USA, China and Germany. Carbon Energy must be examined to determine if that technology is a viable alternative.
Electric vehicles must be evaluated as to their efficacy. We are assuming they are the solution but there are many problems with that and I am not seeing the evaluative studies needed to establish that they are in fact a solution. Once again the market is being left to determine the solution and we know that won’t work. Elon Musk is a genius but he is also a marketeer.
Carbon taxes are a market solution and represent thinking inside the current economic box. We need to think outside the box.
Laws are extremely backward. Smoking is legal in every country in the world. Tabacco Kills more people than all the legal and Illegal drugs in the World. Cannabis kills no one and the most Illegal drug in the world. Something tells me, they are trying to kill us.

You're correct that many of those things don't solve the problem. I'm guessing the reason for the carbon tax is at least it pays to help clean up the mess some. People want to ban plastic but stop short of asking how the plastic gets into the oceans and don't want to stop or study that. Smoking will kill you but they won't ban cigarettes. People complain that the war on drugs isn't working. We've got metal detectors and anti-theft items on clothing and what do you know, it hasn't stopped theft but we haven't stopped the war on theft. Certainly the market is a big factor in our approach to many problems. They can put a ban on opioids but they won't stop guns, it's all on who's making the decision and who it affects. My college roommate, worth millions, told me yesterday that the economy is fine and farmers are doing okay. He's immune from the economy and has no idea how the rest of the country is doing. It's all where you're looking at it from.
