Yes, it's very sad... I fault the students though not the teachers...

I blame parents.

@bigpawbullets Them, and the PSS.. The teachers (most of them anyway) do their best with what they have... If the child goes to school with a bad attitude, it shows in their performance. That attitude starts with the Parents.
