I think the Democrats are reluctant because they learned in 2016 that a good 40% of the American electorate don't think Trump has done anything impeachable because they are as deplorable, racist and ignorant as Trump is. The common Republican voters have been voting against their own best interests for a few decades. Trump is only the symptom of the disease.
And they also know that an impeachment by the House will go nowhere in the Senate, just a replay of the Clinton impeachment during his second term. And, just like with Clinton, they know that the process might actually make him more popular and make the Dems look bad in comparison, the same way Clinton's impeachment made the Repubs look bad then.
