Just more blathering to his base. Conservatives and glibertarians love to bemoan how "liberals", in attempts to conserve water, have made toilets not flush as good as they used to. The water-efficient toilets of today are equal to or superior to the old ones. They are still stuck in the 1990s where the first-generation water-efficient toilets weren't all that great.

Same thing with the light bulbs. I guess they like paying more in electricity bills and replacing light bulbs every year compared to every ten years.
