European women routinely go topless at the beach and elsewhere, just like guys. But in the US you'll probably be arrested. A woman in Utah was while helping her husband (who was also topless but wasn't arrested) hang drywall at their home. Apparently this is because of original sin and women continue to entice men to nasty.

I do however take exception to this excerpt:

Well, if not the court, then who — the pols who made the silly law in the first place?“
Yes, it is the duty of the pols to make the decision. The role of the court is to enforce law, not to engage in social reform.
