Absolutely health care should be universal and not given out only with a job.
It is a public health issue. If someone without a job gets sick, we need to get them cured right away instead of having them walking around in public getting everybody else sick too.

Having healthcare tied to employment provides no long term security, esp. now that so may jobs are being lost to automation and outsourcing overseas. Every other advanced country has figured that out and done the right thing.
