I would think a small flat screw driver could be wedged into the center in such a way as to provide a decent amount of torque.
I searched and found that it's called a tri-wing screw. You can buy a tri-wing screwdriver (e.g., [walmart.com] ) or, if you have a torx screwdriver set, you can use a smaller torx bit:
yes the torque are six sided,so i can see that working also,,usually can find something small enough to work

It is a specialty screw for something regular people are not supposed to mess with. Not seen one before but I get to see all kinds of things people use. Probably the only place you will find a driver for it will be by searching Google with the picture. I tried and it did not work, will need to isolate the picture to the screw.
@resserts found the solution. Many thanks for your help. Someone had used it to bodge a fix on the mailbox of the house we moved into. It wasn’t working, it was too big and the flap was staying up. It looks, above, like it was taken from a computer originally.
