I believe you discuss the problem with corporations and that under the Defense Production Act, "The DPA grants the executive branch of the federal government broad authorities to enlist private companies to assist with meeting the demands of a national emergency." The corporations ask, "How much do you need?" and the president says, 100 million. Then they say "OK".
