@Archer, my ex-husband's family spoke it. I lived with him, a brother and sister of his, and both parents for a couple years.
Since you obviously do not mean people unable to speak English, since they would be unable to read the question, I assume you mean non Americans who speak a language other than English.
The first language I learnt was Swahili, followed by English, then French and then Spanish.
