Antiquated laws for the nation of Israel from over 2000 years ago. I don't think it is specifically inforced in any Jurisdiction.
However, If someone were to consider the information, it might give them thought to NOT grab someone's private parts to stop a fight.
Even in modern usage of use of force during fighting, they teach police officers to beat people like rodney king by hitting in muscles not hitting the private parts.
I'm put in mind of an old tale. I might see if I can find it written down but this is from a memory of one of those historical tours. Could all be cobblers.
But the story is set in medieval England at a time when it was very difficult to get a divorce. A divorce could only be granted by The Church, The King or by Paliament. The Mayor of Dover wanted a divorce but couldn't get the church to approve. However he was a friend to a man who was drafting a piece of legislation to be passed by parliament. His friend simply added a clause to this draft: "and the Mayor of Dover's marriage is to be annulled"
The legislation was otherwise uncontroversial and the members of parliament of the time too lazy and inept to read legislation so the law was passed and the Mayor of Dover became a free man through act of parliament.
This piece of biblical law also seems remarkably specific. Maybe I'm wrong and it was a common thing for hebrew women to get involved with their husband's fights and stray below the belt but it sounds to me like the person drafting this law had a special someone in mind.
Rules are made to address actual events and this one is so specific you have to wonder WTF happened to inspire this!

This passage smacks of the author speaking from personal experience — as if he were assaulted and his wife came to his aid by striking the assailant in the genitals and then the author became a laughingstock for having his wife fight his battles for him.
