The Bible is and was the first version of The National Enquirer and is still going strong. It's filled with real stories like Noah, the 900-year-old man who built the first cruise liner for animals. And the Ten-Commandments which I think only atheists follow.
Sounds like it might work. Atheist would only be production workers and not government workers. The 10 commandments are like generic laws for people that are like production workers: farmers, makers of usable products, etc. Where as such "do not kill laws" do not apply to law enforcement and military workers when involved in their assigned duties. Military workers can kill as directed for national interest and local law enforcement can kill in view of use of force escalation tactics claiming defences of themselves, a third party or kill someone that resisted their arrest to force someone to pay fines, fees and court cost.
