It's like the owner of the country who are lobbyists making up the rules or with bribes to politicians. Or it's the 80% collective consciousness of the people change the rules. Not the President that breaks over 75% of his policy or promises he makes. Marijuana laws changed when 85% of the people agreed Marijuana as a medicine. Not a schedule 1 hardest drug and no use or purpose to anyone.by the FDA.
