A total reform of the prison system is a must. When slavery was "abolished", the prison system was used to regain the work force they lost. That is the reason that the majority of inmates are people of colour serving time above and beyond the scope of a crime committed with some for a crime they did not commit. Government was aware and turned a blind eye to the abuse of a system that was suppose to protect society.
