Disgusting. I was an NHS nurse (still do it part time) we didn't have a rise in 8 years. Many of my friends were really struggling.

It seems very clear what they're doing here: freeze pay for nurses and other staff so that patients are less satisfied with the treatment they receive in the NHS, then when they eventually abolish the Service entirely (after several years of whittling it down, as they're already doing) people will say "oh well, it was crap anyway".
