In Sth Aust (not sure if they still do), the police bosses get a bonus if they get so many pinch's, arrests, per month. This means the foot sloggers, to suck up to the boss, get brownie points the more arrests they make, and are questioned "why" if they don't make enough.
Training seems lacking.
Could be plain old racist.
Could be those who put on a uniform and power trip types.

Whose can the authorities came to blame
For something that indeed he done

Three piglets standing there for all to see
Another man with a hose spraying 'round mysteriously
"I did it" he says as he throws up one hand
"I was only wetting wisteria, I hope you understand".
